The region of the European Union around the Baltic sea especially the countries Estonia, Latvia and Lithuania are not adequately integrated to the European electricity grid. At the end of 2009 Ignalina NPP (Lithuania), which generated ~70-75 % of electricity in Lithuania and supplied electricity to Latvia and Estonia was permanently shutdown leaving the region without nuclear power generation. About Horizon 2020 (2014–2020)

Horizon 2020 was the EU's flagship research and innovation programme for 2014–2020, with a budget of around €77 billion. It bundled FP7's strands with the EIT and the Competitiveness and Innovation Programme, introduced a stronger societal-challenge orientation, and pushed the funding logic toward closer-to-market innovation. New calls closed in 2020 but funded projects continued through 2024.
