RRI-LEADERS adopts a meso-level approach, and will explore the application and sustainability of the RRI paradigm within territorial innovation systems. In RRI-LEADERS a territory is understood as a confluence between three interconnected primary aspects: geographical location, socio-economic and cultural bonds, and administrative authority. About Horizon 2020 (2014–2020)

Horizon 2020 was the EU's flagship research and innovation programme for 2014–2020, with a budget of around €77 billion. It bundled FP7's strands with the EIT and the Competitiveness and Innovation Programme, introduced a stronger societal-challenge orientation, and pushed the funding logic toward closer-to-market innovation. New calls closed in 2020 but funded projects continued through 2024.
