All over Europe, a good level of knowledge about Sustainable Energy Action Plan (SEAP) development has been reached. There are different good quality methodologies and guidelines available. However, currently municipalities struggle to implement these action plans. There are different reasons for that; one of the most important is the fact that often municipal employees do not feel engaged and are not motivated to take any sort of actions and initiatives, unless someone has actually “obliged” them. About Horizon 2020 (2014–2020)
Horizon 2020 was the EU's flagship research and innovation programme for 2014–2020, with a budget of around €77 billion. It bundled FP7's strands with the EIT and the Competitiveness and Innovation Programme, introduced a stronger societal-challenge orientation, and pushed the funding logic toward closer-to-market innovation. New calls closed in 2020 but funded projects continued through 2024.
