The European maritime transport policy as well as national governments recognizes the importance of the waterborne transport systems as key elements for general and sustainable growth in Europe. In line with the EU Transport White Paper 30% of road freight over 300 km should shift to other modes such as rail or waterborne transport by 2030, and more than 50 % by 2050. About Horizon 2020 (2014–2020)

Horizon 2020 was the EU's flagship research and innovation programme for 2014–2020, with a budget of around €77 billion. It bundled FP7's strands with the EIT and the Competitiveness and Innovation Programme, introduced a stronger societal-challenge orientation, and pushed the funding logic toward closer-to-market innovation. New calls closed in 2020 but funded projects continued through 2024.
