In Serbia, as in other parts of the world, small and medium-sized enterprises show comparative advantage due to flexibility, i.e., rapid adaptation to changes in the environment, the entrepreneurship and the innovativeness. On the other hand, this group of enterprises has a problem with providing specific resources underlying the innovations, but also the problem of solvency, i.e., to fund innovative activities. About Horizon 2020 (2014–2020)
Horizon 2020 was the EU's flagship research and innovation programme for 2014–2020, with a budget of around €77 billion. It bundled FP7's strands with the EIT and the Competitiveness and Innovation Programme, introduced a stronger societal-challenge orientation, and pushed the funding logic toward closer-to-market innovation. New calls closed in 2020 but funded projects continued through 2024.
