The LEAP-RE programme aligns with and responds to the AU-EU high-level policies and specific objectives of the CCSE Roadmap. It seeks to create a long-term partnership of African and European stakeholders in a quadruple helix approach: government (programme owners and funding agencies), research and academia, private sector, and civil society. About Horizon 2020 (2014–2020)

Horizon 2020 was the EU's flagship research and innovation programme for 2014–2020, with a budget of around €77 billion. It bundled FP7's strands with the EIT and the Competitiveness and Innovation Programme, introduced a stronger societal-challenge orientation, and pushed the funding logic toward closer-to-market innovation. New calls closed in 2020 but funded projects continued through 2024.
