The city of Pleven is an administrative, economic, and cultural center visited by many tourists due to its unique historical and cultural heritage. In order to ensure better access to the historical and cultural sites, the need has been identified to redirect the traffic flow from the central urban area by reconstructing a roundabout and street network on the city's periphery, which will facilitate easier and faster transport access to the historical core of the city.
